Delete a wallet by walletId

delete https://eclipse-java-sandbox.ukheshe.rocks/eclipse-conductor/rest/v1/tenants//wallets/

Note that this can only be done if the wallet has no card, transactions, QRCodes or any other activity. If a wallet has any cards etc then do a PUT and set the status of the wallet to CANCELLED
