Update the individual ratify result which is manually verified

put https://eclipse-java-sandbox.ukheshe.rocks/eclipse-conductor/rest/v1/global/ratify/

If verified status is REJECTED then it will send an email to compliance team with detail of ratify then it will get the all wallet of either organisation or customer and set each ones status to BARRED
