Get a certain customer, wallet or organisations attachment by attachmentId

get https://eclipse-java-sandbox.ukheshe.rocks/eclipse-conductor/rest/v1/tenants//attachments/

This can be used when the caller knows the attachment Id they want to read. Attachments can be discovered under a customer, wallet or ogranisation by getting the list of attachments
